Under Section 3 of it’s IRR in the Governing Principles on Government Procurement
The procurement of the GoP shall be governed by these principles:
a) Transparency
b) Competitiveness
c) Streamlined procurement process that will uniformly apply to all government procurement.
The procurement process shall be simple and made adaptable to
advances in modern technology in order to ensure an effective and efficient method.

Competitive Bidding Held Successfully on October 22, 2024 for the procurement of:
- Installation of Terminal Solar Street Lights ABC of Php 2,890,000.00.
- Installation of Sitio Nagaran Solar Street Lights ABC of Php 500,000.00
On October 22, 2024, the Municipality of Kitaotao, through the Bids and Awards Committee (BAC), conducted a highly competitive bidding process that attracted multiple participants, reflecting strong interest and engagement. The procurement aimed to secure contracts for the installation of solar street lights in Barangay Poblacion and Barangay Kipilas, Kitaotao Bukidnon. Four bidders participated in the bidding for the project in Barangay Poblacion, while one bidder engaged for the project in Barangay Kipilas. The selection process emphasised transparency and fairness.
The Bids and Awards Committee, assisted by the Technical Working Group (TWG), initiated the preliminary examination of the submitted bids. This process involved a meticulous review of each document to verify compliance with the required eligibility, technical, and financial documents. After a thorough review, the TWG compiled a list of bidders who successfully passed the preliminary examination. This list was shared with the procurement committee for further deliberation. Bidders who did not meet the requirements were notified accordingly, with explanations provided as per GPPB guidelines. With the preliminary examination complete, the focus now shifts to the detailed bid evaluation phase. The TWG will take a leading role in this process, conducting a comprehensive analysis of the compliant bids.
This structured approach ensures transparency, accountability, and fairness throughout the procurement process, aligning with the standards set by the GPPB.
